Stages en Angleterre - New Regulations in UK

Dear Sirs,

Eagle UK Work-Experience Programme was established in 1986. We represent
numerous Universities, Business Schools, Chambers of Commerce and many
other Vocational Training Organisations throughout Europe in respect of
arranging work-experience placements within British industry for their
students. We have arranged more than 3500 successful placements for
European students in virtually all sectors of industry and commerce.
The work-experience placements often form a compulsory element in the
students' curriculum.

New regulations introduced in the UK on 1st April 1999 effectively
prevent thousands of European students from undertaking work-experience
in the U.K.

The Minister of State, Mr.Ian McCartney MP, has ruled that students in
Universities and Schools outside the United Kingdom are not exempt from
the new minimum wage regulations. This means that any student will have
to be paid a minimum of UKP135.00 per week, based on a typical week of
37.5 hours. We know from many years of experience that, for the vast
majority of UK employers, this is not a viable proposition. For them,
there is little or no benefit in accepting a "stagiare" in their
company, especially for those wishing to come for only a relatively
short period of time. Many students come to the UK simply to improve
their English in a working environment.

In our opinion, this legislation discriminates against students from
other EU countries.

We are urging all Universities and Business Schools in Europe to make
urgent representation to their respective Ministers for Education about
this situation as it would appear that only pressure from them can
possibly bring about a change of mind in the British Government.
